It's a scam...Collect funds from tax payers...Then ask them to pay for research....Let's say I am a private tutor- not associated with any institute.....Do i have the wherewithal to pay for expensive research papers?....From a certain angle, the whole public funded academia is a close knit coterie - lazing on tax payer's money... Strong words here - but true
